Add branch filtering to Cherry-pick status dashboard

Before release deadlines, it would be useful to filter the cherry-pick status dashboard by branch, to show only changes which have not yet made it (merged) to a given target branch.

Modify the dashboard frontend, backend, and cherry-pick bot plugin (database interface) to handle filtering on branches.
