Create Round Robin algorithm for assinging MAC addresses in OpenNebula

      Currently OpenNebula reuses MAC addresses for virtual machines as they are released. This might lead to a situation that the same MAC is in use in a VM that is commanded to shutdown and in another VM that is starting up.

      Creating Round Robin algorithm for assigning MAC addresses in OpenNebula should prevent this issue from happening.
