Add functionality to skip a module in submodule update rounds

Very, very rarely, it may be necessary to skip updating a module in a submodule update round to work around known CI issues, even if the module is in a good state, or is deprecated but still being released with Qt.

Use of this feature is strongly advised against, and must be used with extreme caution by authorized release managers only.
