cannot restore changes

    Description

      i'm owner/admin in the qt/qttranslations repo, so i am able to abandon other people's changes.

      however, for some reason, i'm unable to restore them, which doesn't seem right at all.

      i am able to ping-pong them between abandoned and deferred. this inconsistency is certainly a result of deferral being bolted on rather than properly integrated; see also QTQAINFRA-3062.
