Running testplanner fails in Mingw 4.8 build

    Description

      When running testplanner in CI, it always fails with MinGW 4.8 stager

      + C:\strawberry\perl\bin\perl.exe C:\work\build_qtqa_latest\scripts\generic\testplanner.pl --input . --output testplan.txt --make mingw32-make – -silent -o testresults.xml,xml -o -,txt
