Update Webhook Installer tool to also update root config for jira bot

When production gerrit is cloned to the test instance, webhooks must be updated to avoid sending test events to production bots.

A tool for this already exists at https://codereview.qt-project.org/gitweb?p=qtbots/qtcherrypickbot.git;a=blob;f=tools/webhook_installer/installer.py but it does not have the ability to update the jira closer bot related hook in All-Projects.
