The doc team has requested a bot which:
1. Watches for new patchsets and scans for added or modified qdoc strings.
2. If additions or modifications are detected, comment on the commit to inform the user that it may be a good idea to add a tecchnical writer to the change for review.

This should include:
1. A gerrit group "Qt Technical Writers" and "Qt Technical Writers Admins" which can be used to define a list of users which could be suggested to add to a change (or even prevent the bot from commenting if the user is already in the group).
