BIFH has told us that it's in maintenance mode, so we should automatically back off and try again later.
Note that the message about the maintenance break, and the ID of a created BIFH request, seem to be getting mixed together in stdout. Fixing this issue might be as simple as ensuring that the exception messages correctly go to stderr as they should.
This task only covers the handling of the case where BIFH is in maintenance at the beginning of a build. It does not cover handling of cases where BIFH goes into maintenance while a build is in progress.
