Due to  several past changes in how log information is described - and the need to report about crashes - we need to change the

coin log parser:

• provide links to  workitem downloads in case log.txt.gz is not found or does not provide right information
• when possible extract crash information from CTest.log
• i case of crashes create tickets even without the report body (the priority of informing about crashes is more important)
• script that so far was just a collection of functions need to be upgraded to o.o.
