If a repo does not use release branches, the current logic falls back to dev or master branch, whichever exists. This causes incompatible shas to be picked for these repos when the main feature branch exists and would otherwise be the correct choice.

Create a new fallback mechanism to try an X.Y branch when the current branch being updated is an X.Y.Z branch, if an X.Y branch exists in the target repo.
