This refers to the Qt Creator repository (qt-creator/qt-creator).
We do have guidelines for UI texts, but it is really hard to "enforce" these. Developers are not necessarily aware of all the details, and are also not necessarily best suited to review them, and a guideline to manually add of technical writers to these changes doesn't work in practice either. We do try to go through added and changed strings before releases, but that puts a lot of time pressure on that, and discussing changes at that point in time is not the best. Doing the discussion on the patches that do the change themselves could also longer term raise awareness of the rules and style.
So the suggestion is to create a Gerrit bot that adds specific people to changes that add or change translatable texts. For Qt Creator these are relatively easy to identify since we have the convention to use a special Tr::tr("....") function. So changes that touch lines with/the contents of "Tr::tr(" could have these people added to reviewers or CC automatically.
A long time ago we used a bot that did this for any change that touches .ui files. (No idea if this is still running somewhere?) This never caught all relevant changes, but now we do not use .ui files at all anymore, so we lost that mechanism completely.
