      Closing branches has always been done via a develop mailing list update, but without formal process, leading to stuck changes on branches which then in turn halt the cherry-pick bot. This epic stands to collect tasks associated with establishing a formal process for branch closure with automation and documentation updates to ensure branch closure occurs smoothly.
