Run Android ARM64 tests in CI

      We currently only run tests on Android x86 and x86_64 platforms in CI, using Linux x86 hosts. We run no tests on Android ARM.

      We have no transitioned into building Android ARM64 on a macOS ARM64 host in CI, so it should be possible to run Android ARM tests efficiently on this host as well.

      We have previously broken Android FFmpeg provisioning on ARM64 without catching it, with this change we should be able to catch such issues in CI.
