Sanity bot should catch ungrammatical "allow to" phrases

The following construction is frequently used in commit messages:

Allow to <infinitive verb> ...

This is ungrammatical, as supported by http://english.stackexchange.com/questions/60271/grammatical-complements-for-allow

"Allow to" should only be used with a direct object, like:

Allow <object> to <infinitive verb>

or a gerund phrase such as

Allow <verbing> ...
