Make QtTAS handle Qt settings before handing them to QtGP

    Description

      Currently, QtTAS just provides a convenient UI to change the settings that QtGP uses, so it is also limited by the scope of QtGP such as settings don't carry over multiple projects, only a single Qt installation is allowed and some other advanced features present in Qt creator.

      We can improve upon this by having a pipeline in QtTAS that handles the Qt installation and when the user creates/imports a Qt project, hand over those settings to the QtGP
