QtGP to use local (local.properties) paths

      QtGP should read paths from local.properties or other local machine specific file(s). The local.properties is expected to be a local and specific to the host machine and not be shared or managed under a version control system, so we should teach QtGP to take the paths it needs directly from there. Otherwise, we could do that by reading values written by QtTAS from .idea files.

      The local path should also allow the usage of ~ and cover the QTTA-430 This sub-task is not considered as done if it does not cover ~ case. If it can not cover it, the bug QTTA-430 needs to be re-opened
