VS Plugin does not respect Qt Installation when set in a property page

    Description

      When a project inherits a property that has the Qt Installation set, it is not repected by the project setting. 

       

      Steps

      Create a Qt project

      Do not set Qt Installation in the properties

      In Property Manager:

      Create a property page, call it QtVersion.props

      Set Qt Installation in QtVersion.props

      Add  QtVersion.props to project

      Verify that Qt Installatoin is set for project

      Build.  Notice compile error

      1>C:\Users\Roger\AppData\Local\QtMsBuild\qt_vars.targets(68,5): error : There's no Qt version assigned to project QtIconServer.vcxproj for configuration Debug/x64.
      1>C:\Users\Roger\AppData\Local\QtMsBuild\qt_vars.targets(68,5): error : Please set a Qt installation in 'Project|Properties|Configuration Properties|Qt Project Settings|Qt Installation'.
