Qt Designer failed to open an ui file if path contains non-latin characters

    Description

      When path to the project directory contains non-latin (cyrillic in my case) characters Qt Designer failed to open a file.

      In error message on cyrillic characters were replaced by ? characters

      This is particulary inconvenient because Visual Studio tends to create projetcs in "my documents" subfolder, where both "myu documents" and user name often contains non-latin charactres.

      I know it could be solved by moving projects to another folder, but there are 2 problems:
      1. it is hard to taught all students learning Qt where they should move project folder;
      2. some university computers have all folders except "my documents" closed (for write purposes) for student accounts
