Description
As a developer, I would like to be able to easily install the Qt Vs Tools Add-in on machines that do not have Visual Studio installed. For example, our Jenkins build server has the Build Tools for Visual Studio, which include just the compiler and tools necessary for building applications, but no Visual Studio GUI. As such, I cannot install extensions via the Visual Studio GUI.
The Build Tools also does not come with VSIXInstaller.exe, so I cannot manually install with the .vsix downloaded from the Visual Studio Marketplace.

As a workaround, I did find this https://stackoverflow.com/a/51082149/3362479 but I think a better long term solution should be considered.
