Error accessing Qt version when using non-ASCII characters in paths

      The message "Error reading VS project settings" is shown. This occurs when:

      1. Registering a new Qt version
      2. Creating a new Qt project

      The error is due to non-ASCII characters present in system environment variables (e.g. %TEMP%) used in arguments to qmake.
