Help.F1QtHelp (Alt+F1) does nothing?

Hello,

I have been trying to assign different shortcuts and switch scopes (global vs text editor), select words, don't select anything, using online-only or offline-only or both options, but still nothing. I would expect that the browser is fired up, like the Help.ViewHelp (Ctrl+F1), or at least get a notification message what is wrong.
