VS2019 & Qt Tool，error when build the project

I install qt, vs and tool, and then create a new Qt Widgets Application. Just an empty project. A problem was encountered when build the project. I tried to reinstall VS Qt WinSDK, but there are still errors.

Error MSB6003 The task executable file "cmd.exe" specified by MSB6003 failed to run. System.IO.IOException: The function is incorrect.
