Consider build the Qt/MSBuild tasks build" in different forms, like a dll in debug mode and xml for release

To enable easier debugging of the Qt/MSBuild tasks, it might be worth investigating if we can build it in different forms. Like have a "debug-able" dll in VSIX debug build config and the XML form we currently deploy in VSIX release build config. For reference:
