DocNotes: no delete link/button

A DocNote cannot be deleted within the documentation page itself. There are only links for editing the note or showing its history.

At least the moderators should be able to delete a note directly.

At the moment one must mark the note as inappropriate to make it show up in the DocNot moderation page and delete it from there. This is quite awkward.
