The zip version is ok and builds normally.
The tar.xz version seems to be corrupted somehow. Various files have filenames truncated:

Doesn't seem like a MAX_PATH issue (260 chars). More like 100/130 chars, depending whether you count the first filename component.
Tried extracting with 7z 19.0 and Winzip 24 on Windows 10, both see the same problem. Doesn't seem to be a download issue, the SHA-256 checksum matches what's listed on http://download.qt-project.org/official_releases/qt/5.12/5.12.7/single/qt-everywhere-src-5.12.7.tar.xz.mirrorlist
I can extract the 5.12.3 archive without problem, no filename truncation:
