Move the QUIP publishing to qt-project.org

      The QUIPs are currently published on a hreoku instance and, because we have nowhere to publish drafts while they're being reviewed, that actually shows the most recent state of the all drafts currently under review, where we should really be publishing the Approved versions on our public web-site. Moving the publishing to qt-project.org would thus be a clear improvement. Whether this is as a separate quips.qt-project.org or part of the main site is an implementation detail.

      Ideally this would be set up to auto-update itself every night, pulling the meta/quips project from the upstream repository and running a script to regenerate the HTML pages. The existing configuration for doing that depends on qmake, but could easily be converted to a plain make-file or other simple script, that could incorporate the pull as a first step.
