CMake: add support for hover docs

      When hovering the mouse over a class/method/variable/etc you can get information on parameters, docs, etc.

      This shows it in CMake for `target_link_libraries`:

      Currently none of the Qt items support this, but we can use the command palette to access `Qt: Documentation: Search for the current word` as a workaround.

      Being properly implemented would improve UX and developer productivity.
