When users create a new project by using new project/file wizard, the new project is always opened as a workspace in the current instance. The problem is that users may not want to change their current working instance. We should give them options to select where they want to open the new project.

Possible Options:

1. Create in the current workspace
2. Create in a new window

We can use a split dropdown button and save the selected choice.
