Visual Studio project generated by qmake will not build without SDK 8.1

    Description

      Running qmake -tp vc (e.g. on the "wiggly" example) on Windows 10 with the SDK 8.1 not installed and then building the generated project on VS 2017 will result in the following error:

      The Windows SDK version 8.1 was not found. Install the required version of Windows SDK or change the SDK version in the project property pages or by right-clicking the solution and selecting "Retarget solution".

      This is only an issue with Qt for Win32. With a WinRT build, qmake sets the WindowsTargetPlatformVersion property to the Windows 10 SDK version and the error does not occur.
