MSVC's output not switching to English

    Description

      I have the new checkbox on that was implemented in QTCREATORBUG-316, but MSVC tools still output messages in Russian. Tested on non-Qt project that uses Qbs.

      I have once changed my OEMCP value from 866 to 1251 in the registry to fix MSVC's Cyrillic output in QtCreator.
