Neptune exits on start on latest MacOS (Mojave 10.14.5)

    Description

      On Mac OS 10.14.5 (18F132), using components from the nightly test Installer:

      Neptune: Version 5.13.0 (sha1: 9ceace404c6cbf7ad137dbc23d3e4f400e4a9530)
      appman: Version 5.13.0 (sha1: 8af211f506fa8b1843781d720ccb982bc01afd4d)

      Neptune does not start and exits just after the call on the command line:
