Neptune on Windows reports connection but without Internet even though Internet is OK in Windows

    Description

      If installed from nightly Installer from June 13, Neptune does not detect the existing Internet connection on Windows. It is reported in System Dialog and due to this it cannot access the Deployment Server. The console also reports TSL warnings from Qt.:

      [WARN | qt.network.ssl] QSslSocket::connectToHostEncrypted: TLS initialization failed
