shiboken2 installed via pip3 relies on wrong libclang

    Description

      On Ubuntu 18.04, 'pip3 install PySide2' includes a shiboken2 binary in the site-packages/PySide2 directory.  However, running that shiboken2 binary gives an error that libclang.so.6 couldn't be found.  There is a libclang.so.6.0 there, which seems to work OK.

      So, perhaps there shouldn't be a shiboken2 binary installed by PySide2 (PYSIDE-749?), or maybe there needs to be something fixed about the libclang linking.
