Provide the ability to load Products using Depends items in the same manner as modules

      For example, a Depends item on A should load qbs/products/A/A.qbs where A.qbs contains a top-level Product item. This would be useful for module authors to provide Rules which are applied project-wide instead of in each product.

      A use case would be host helper tools for modules, or processing user-specific data files.
