Change "Welcome" splash screen to report usage statistics by default

    Description

      Change the description and buttons to match the new rules for collecting QDS usage statistics. The description should match the new data collection rule, mentioning clearly that it is enabled by default, and the buttons should be either "Turn Off" or "Keep enabled".
