ADS is not updating properly on the first run of Design Mode

    Description

      On the first time of opening Design Mode, there are recurring consistent problems with Workspaces.

      • User can not switch from one Workspace to another.
      • Any changes are not saved if user switches Mode (from Design to Edit or Welcome, for example), but saved if you close the application.

      Switching to Edit Mode and back to Design fixes the issues, but still this is strange behavior.
