License service fails with "SSL connect error" when attempting to reserve license

When the license service is kick-started by a client application requesting a license, it first makes a network request to retrieve the license server version. It now fails on some Windows setups with error:

This also makes subsequent requests for a license fail as well, resulting in an error code 202 for client applications.
