License service fails to start due to TCP socket bind error

    Description

      The license service fails to start correctly in some situations due to socket binding errors:

      2024-08-06 10:44:31 [ERROR] [tcpserver]: Socket bind failed: No error
2024-08-06 10:44:31 [ERROR] [tcpserver]: Failed creating master socket
2024-08-06 10:44:31 [ERROR] [licenser]: Error while initializing TCP server in port: 60101
2024-08-06 10:44:31 [ERROR] [windowsdaemon]: Error while starting licenser: Caught exception: Error while initializing TCP server in port: 60101

      In the above case binding was attempted for port range 60000-60101 but failed each time.
