The QSafeEventHeartbeat Class page in the safety manual needs some love

May I draw your attention to the following parts:
- It could be mentioned that the value for the setTimeout means milliseconds (ms) since this unit is not mentioned
- The detailed description has the same text twice
- fix the typo in the sentence: valueArg is the timemout when the next heart beat message should be sent.
