Artist collaboration needs to be made easier

      Customers have indicated our current monolithic UIP is causing problems when finer grained collaboration between designers and artists is required on one presentation. This seems to point that when we separate the deliverable format we use from the "source/design time" format we should break down the source code format to smaller pieces.

      This break down is also enabler to supporting pre-fabs as a pre-fab can be a separately stored component/layer etc.
