It would be useful in some cases to be able to set the refresh rate of 3D runtime, basically allowing skipping frames.
One application for this could be stereoscopic modes on embedded HW -> If switching to 3D stereoscopic mode causes surpassing allowed rendering processing power budget, rendering frequency could be limited.
