QtHttpServer: reorganize branching and get rid of compat code in dev

    Description

      Currently "dev" branch is used for "everything". There are also "master" and "5.15" branches that seem to be unused. The branch structure should be setup so that "dev" does not need to include any compatibility code for older versions.

      "dev" is not buildable with 5.15, "master" is.

      Enable the submodule update bot for the module when done.
