qmllint: Remove custom tst_sanity logic into its own plugin

    Description

      Currently we have lots of ugly logic in qmllint do facilitate the tests in controls/tst_sanity (look for references to Log_ControlsSanity) . Move these into a plugin (You can take inspiration from the quick plugin in src/plugins/qmllint/quick).
