Description
qtwebengine is not being built on OpenSUSE that provides the wrong CMake version, see QTQAINFRA-5834.
But it went unnoticed for a long time, apparently because qt-configure-module returns success.
Snippet from a relevant log (see QTQAINFRA-5834 for links):
