Assign copyright and license information to qttranslations .ts files

    Description

      The .ts files in qttranslations aren't don't have any copyright nor license information.

      License: use SPDX-License-Identifier: LicenseRef-Qt-Commercial AND BSD-3-Clause for the translations.

      Copyright: more complicated. Translations like the German one can have SPDX-FileCopyrightText: Copyright (C) 2024 The Qt Company Ltd.
      Most translations are community-contributed, and copyright might not be that clear.

      We cannot use plain XML comments since Linguist, lconvert etc don't preserve those.

      As work-around, we could do:

      <TS version="2.1" language="de_DE">
        <extra-po-header_comment># SPDX-FileCopyrightText: Copyright (C) 2024 The Qt Company Ltd.
      # SPDX-License-Identifier: LicenseRef-Qt-Commercial AND BSD-3-Clause</extra-po-header_comment>

      This tag is preserved and ends up in a .po file, created with lconvert:
