Provide MinGW offer for Windows Arm64

    Description

      Starting with Qt 6.7 there is a LLVM MinGW packaging for x64 Windows.

      Starting with Qt 6.8 there is a native Visual Studio 2022 Arm64 packaging, no longer being a cross-compiled offering like in Qt 6.7.

      But there is no MinGW Qt offering for Windows Arm64!

      The same offering that is present for x64, namely LLVM MinGW could be done for Arm64, since the LLVM MinGW toolchain has x64 and Arm64 versions.
