Support mipmap generation in the framegraph

    Description

      There are a number of rendering tasks where it would be useful to render to a fbo/texture, and then generate mipmaps of the result (i.e. similar to what Scene2D does internally). This could be a separate framegraph node (GenerateMipMaps {}), or potentially integrated as an (optional, controlled by property?) post step of BlitFramebuffer.
