Create the symbolic links in `user_facing_tool_links.txt` as part of the install process

    Description

      By combining `cmake -E create_symlink` and `install(SCRIPT)` the symlinks in `user_facing_tool_links.txt` can be installed automatically.

      The implementation is fairly simple, but should discuss with the distro packagers what their opinion on such a change is. Some context of the distros that use it , notably missing are: `homebrew`, `Fedora`, `Debian`, `spack`, `NixOS`.
