Migrate the LLVM MinGW architecture from x86_64 to arm64

    Description

      Currently for Qt 6.9 Windows x86_64 we have two opensource compiler versions:

      1. MinGW GCC 13.1
      2. LLVM MinGW 17.0.6

      But for Arm64 we have 0 opensource compiler versions.

      I propose to move the LLVM MinGW 17.0.6 from x86_64 to arm64, since this is supported by the toolchain. (GCC MinGW doesn't support this architecture).
