On a fresh setup, Microsoft or rather Visual Studio does not install the C-Runtime debug version by default anymore. This is a manual step for the developer, also with Visual Studio. Otherwise apps won't install/start

Please note, that there are two versions, one for x86 and one for x64, can easily be distinguished from the mkspec.
